Las comunidades Mapuche Williche (Chiloé- Guaitecas- Aysen y comunidades de la Costa provincia de Osorno) en protección de sus bordes costeros, queremos manifestar nuestro total rechazo a declaraciones del presidente de Salmonchile, Felipe Sandoval y la relación que está llevando el gobierno con la industria salmonera, en perjuicio de las comunidades que habitamos ancestralmente estos territorios marítimos:
1) Las comunidades Lafquenches llevamos cientos de años ocupando el mar interior para nuestras diferentes prácticas, desde la subsistencia, el transporte, hasta la espiritualidad. El conocimiento de la existencia de la ley Lafkenche nos ha permitido la posibilidad de acceder por la vía legal a este espacio, el que sin una ley, ya nos pertenecía por legitimidad consuetudinaria.
2) Con la llegada de la industria salmonera al archipiélago, si bien hubo puestos laborales y una falsa forma de entender el desarrollo humano, por parte de diferentes actores, esto trajo consigo graves efectos a los ecosistemas, causando contaminación y degradación del mar; de lo cual somos testigos directos con los residuos materiales que arroja la marea, como también el grave evento ocurrido el año 2016, con la marea roja más grande conocida en el archipiélago, derivada de la eutrofización que hacen cada día las salmoneras en nuestro mar. Las diversas investigaciones científicas nos entregan más pruebas al respecto, como ejemplo los estudios de Tarsicio Antesana (Dr. M. Sc. Y Ph. D en Oceanografía, U. de California y Biólogo Marino, U. de Chile. Presidente de la Asociación para la Defensa el Ambiente y la Cultura de Chiloé) y de Felipe Cabello Cárdenas (profesor de microbiología y Medicina, New York Medical College). Estos señalan los fuertes impactos en los ecosistemas y la salud humana de esta actividad productiva. Si bien esto mismo pueda ser el argumento de la industria para relocalizarse, ya no es creíble su preocupación, surgida porque hay científicos y comunidades denunciando la afectación en distintos niveles. La industria salmonera señala estar preocupada, a la industria capitalista solo le interesa generar riquezas a costa de nuestros espacios de existencia, y de nosotros como mano de obra barata.
3) En ese contexto, en declaraciones realizadas por Felipe Sandoval al diario “La Tercera” el pasado 4 de julio de 2017 y si no fuera poco, reafirman su postura los días recientes con otra declaración, solicita que el Gobierno se replantee la utilización de Ley Lafkenche de Pueblos Originarios. Pues traba proyectos de inversión acuícola, en sus palabras: “impide la relocalización de la industria salmonera”, y señala que sería necesaria la “intervención del gobierno” con las comunidades. Estas declaraciones nos parecen una falta de respeto a las comunidades, legitimas dueñas de un mar ya destruido por la misma industria. Quienes nos acogemos a la ley 20.249 sabemos que es un grave cuestionamiento a lo que tanto se ha demorado el estado de Chile en reconocer las legitimidades de nuestras culturas.
4) La solución a la degradación ambiental y social que han realizado no es la relocalización de la industria salmonera. Queremos que la industria parta por reconocer el grave daño que ha causado y posteriormente se vaya del territorio chilhueño. 40 años de destrucción y trabajo precarizado no da ninguna posibilidad de una segunda oportunidad. Los pueblos hemos sabido vivir sin el extractivismo a gran escala que nos presenta el supuesto “progreso económico”. Pues nuestra demanda está vinculada con el desarrollo del SER, el conocimiento y la sustentabilidad, no del lucros y daño a nuestras propias formas de subsistencia. No es posible que la justificación sea mantener fuentes laborales (hoy muy pocas) ante el enorme costo de destruir nuestros espacios, nuestra gente, nuestra CULTURA.
5) Criticamos también la postura de los medios de comunicación masivos, como el periódico “La Tercera”, que siguiendo la lógica centralista y neoliberal solo muestra los intereses del empresariado. Sin importar que piensan las comunidades sobre SU territorio; invisibilizando ante la población chilena los graves atropellos que vivimos constantemente en nuestras culturas.
6) Finalmente, nos parece grave la alta inversión que está haciendo el Estado chileno en investigación pro-salmonicultura (salmoneras y Estado suman 70 millones de dólares). Se inyectan recursos públicos con el objetivo de mejorar el control de enfermedades y acrecentar la producción. Se incentiva que esta industria depredadora siga presente en nuestros territorios, al mismo tiempo que los recursos para investigación de los impactos (en medio marino, salud humana, laborales y otros) son prácticamente nulos.
En este comunicado queremos llamar a todos los grupos territoriales e identitarios que intentamos vivir con otras lógicas de existencia, se sumen con valentía y convicción, unidos somos fuerza, pescadores, recolectores de orilla, algueros, intelectuales y todos quienes responsablemente ocupamos los mares, somos los mismos. Esta ley es valiosa
si la ocupamos desde la lógica del bien común y el respeto. Frente a la presión del empresariado, resituamos nuestros derechos ancestrales de los pueblos que hemos habitado el territorio, de sus organizaciones, de sus intereses y su opinión. E instamos a que el rol del Estado sea colaborativo y no permita que el empresariado genere más poder sobre sus estamentos.
